An event known as The Great Change occurs. Thousands of people on every planet suddenly mutate into strange, mythical forms. They then head to undiscovered planets populated solely by Elementals, where they learn to control their new transformative abilities. Most of the changed persons had a shape-shifter bloodline, and new races come into being as the bloodline is strengthened, making full shapeshifters a known reality. Though some of them manage to return home, sometimes in hiding, most stay on the new planets, and with the help of the Elementals that guided them, form the Elemental League. The GA can find no good reason to consider them a threat, and grants them power over their part of the galaxy.
