In what is probably the most confusing chapter of galactic history, a Golden Alliance expeditionary fleet in one of the spiral arms disappears, returning years later by appearing in front of another fleet. The comms fill with spooky noises and the ships start to fire on each other, the first in a series of often-deadly pranks perpetrated by the Galactic Anarchists. The GAN itself wouldn't have been so much a threat had the GA pulled itself completely together, but the defiance of authority led to a sharp increase in piracy, and the GAN became a real threat to galactic stability. The Golden Alliance declared war on the deviling faction even though it was still short on forces and ships, and when attempting to annex the newly-formed Castaways Treaty Systems failed, took the opposite direction and recognized their independence before asking for their assistance. The CTS refused military aid, but aided researching ways to stop the GAN from teleporting. While the two factions built, among other things, a device called the Entropy Phase Generator, which would disrupt teleportation attempts into an area with one of the devices, the GA sent scout ships to search for additional support.
