First off, if you plan on the artifact being a weapon or armor, you must also spend enough reward points to cover the cost of its damage or defense. You can't spend any of your own money on the cost of an artifact, you have to spend reward points, at a rate of 1 per $200. The GMs can disallow you from making an artifact that is far too powerful for the current level of play, and you're going to want to discuss the artifact with me for sure. Magical effects work as if the artifact has enough mage facets to cast a single spell and the amount of "mp" the spell has toward an ability is equal to 10xthe number of reward points spent on that ability. Permanent effects that work like advantages cost a number of reward points equal to the cost of the advantage. You can reduce the cost of an ability by adding disadvantages to it, again this will have to be discussed with the GM. Stat bonuses can be given, but these are expensive if they're permanent.

Also I'll clarify something...
If you use RP on an preexisting non-artifact weapon or armor, as per the rules, you must pay RP for the existing damage or damage absorption/facet access too.
